How can we ensure that the city develops without anyone suffering? What does 360° cooperation between all stakeholders operating in the city involve? How can we encourage business representatives to invest in our region while supporting young companies that want to make their mark on the world?

These questions were addressed by panellists who, on 3 September, as part of the 34th edition of FE in Karpacz, discussed the topic ‘360° investments – how cooperation, strategy and innovation build the competitiveness of cities and regions’. The event was organised by the Wroclaw Agglomeration Development Agency, which coordinates all areas of such cooperation.

Experts from the public, business, legal, labour market and real estate sectors, including:

  • Paweł Boczar – Head of Wroclaw Regional Office, CBRE Poland,
  • Witold Ziomek – President of MPWiK SA in Wroclaw,

shared their thoughts and experiences regarding cooperation in the 360 model.

360 cooperation – what is it?

Wroclaw is consistently strengthening its position as one of the most attractive investment centres in Central and Eastern Europe. In recent years, over 260 FDI projects – i.e. foreign direct investments – have been implemented here, which has translated into the creation of over 130,000 new jobs.

In 2024 alone, 17 more investors joined the group, generating 3,300 new jobs in the agglomeration.

Wroclaw builds its competitiveness on a coherent ecosystem in which the public, private, academic and social sectors work together for sustainable development. For many years, the 360° Investment model has been developed here, which assumes partnership-based cooperation with investors.

Wroclaw has been successful over the last 25 years. We must continue to aim high, be ambitious and cooperate,” comments Mateusz Jarząbek, director of the ARAW Business Support Centre. “We bring all these communities together, provide data and knowledge, and try to connect the world of business with, for example, science.”

Wroclaw has a strong academic base – there are 30 universities here. This gives investors access to unique skills and talent.

Through full cooperation, we attract investors

During the 34th Economic Forum, experts from Wroclaw and elsewhere shared their experience in building competitive advantages for cities. Deputy Mayor Jakub Mazur noted that cheap labour and affordable land are no longer the way to attract investors. On the contrary, accessibility and the growing quality of life in the city attract business, create jobs and a model of 360 cooperation.

Wroclaw has been pursuing its goals for 25 years. Cities that did not have a strategy at the beginning of the 2000s, were not consistent in their actions or active in international forums, offered investors short-term solutions. We established ARAW as a long-term support mechanism, providing good solutions and good staff. The growing quality of living – cultural events, medical care and education – has made it the winner in economic rankings as the ideal city for locating new businesses.

An example of how the public sector can cooperate with business was given during the panel by Witold Ziomek, President of MPWiK. ‘As MPWiK, we are part of this great mechanism,’ said Witold Ziomek. ‘It is important to establish the priority of the project at an early stage and build the right team.’

Magdalena Tyrakowska-Szymczak from Partner, Olesiński i Wspólnicy also spoke about the 360 cooperation model, which is an extremely important issue. ‘Cooperation with the government is very important in the 360 model,’ she emphasised.

Supporting investors at every stage

The conclusions from the panel focused on remodelling certain established strategies and a long-term model of thinking. It is important to support investors who already have their businesses ‘with us’ and not to forget about them when looking for new potential investors.

Wroclaw is also one of the most dynamically developing start-up centres in Poland. In the Startup Poland ranking, Wroclaw has overtaken Warsaw for two years in a row. In turn, in the prestigious DealRoom ranking, the city was recognised as a ‘technology star’ – it took first place in Poland and second in Europe. The 360 cooperation model is based on supporting start-ups and helping young investors enter the global market.
