Lower Silesia is identified as a region particularly well-suited for such a project. It combines a strong scientific base, a developed industrial sector, and a dynamic innovation ecosystem. Collaboration between universities, business, and public administration creates an environment conducive to advanced research and development projects, including in the field of space technology.

Wrocław as a natural choice

Lower Silesia stands out as one of the most mature research and development hubs in Central Europe. It combines strong scientific infrastructure, industrial expertise—including a developed aerospace sector—and a dynamically growing New Space ecosystem. Stable cooperation between government, academia, and business is also key. An additional asset of the region is the emerging cross-border innovation triangle of Wrocław-Dresden-Prague, which creates a unique environment for the smooth and effective operation of the ES Center.

The region is home to over 600 entities engaged in R&D, employing approximately 15,000 specialists, with annual R&D expenditures reaching nearly 4 billion zlotys.

Universities such as the University of Wrocław, Wrocław University of Technology, Wrocław Medical University, and Wrocław University of Environmental and Life Sciences play a key role, conducting research in fields including electronics, robotics, artificial intelligence, and satellite data analysis.

A significant component of the region’s potential is the growing sector of technology companies operating in the so-called New Space sector. Companies from Wrocław and Lower Silesia participate in international projects carried out in cooperation with the ESA, developing technologies for Earth observation, satellite communication, and the miniaturization of space instruments.

A united voice for the metropolitan area

The Association brings together 36 municipalities and one county, forming an area inhabited by nearly 1.2 million residents.

As the Wrocław Agglomeration Association, we are ready to support activities related to the implementation of this investment in Lower Silesia. The Wrocław agglomeration stands out for its significant potential for investment sites, an active community of entrepreneurs implementing modern technologies, and a strong labor market based on highly qualified personnel. These are solid foundations for the development of such a strategic project.

The creation of the ESA Technology Center in the region would be of strategic importance both for local development and for building modern technological capabilities on a national scale. A letter of support, underscoring the position of local governments, was sent to Prime Minister Donald Tusk.

The municipality of Jelcz-Laskowice, along with the other local governments, supports all efforts aimed at establishing the ESA in Lower Silesia. This will benefit both local government entities and entrepreneurs in our area.

The signing of the declaration at the Wrocław airport sends a clear signal of the local governments’ unity and their readiness to actively support this strategic initiative.
